148 citizens volunteer to scrutinize ASD budget, make recommendations for efficiencies and cuts

One hundred and forty-eight citizens have applied to serve on budget review teams that will scrutinize the Anchorage School District budget and make recommendations to Superintendent Carol Comeau for efficiencies, reductions, and revenue enhancements that can help the district address a $26 million projected budget gap for the 2004-2005 school year.

The applicants will be divided into four teams, each to review a different aspect of district operations. Each team will be tasked with recommending ways to reduce general fund spending by 7 percent. The teams are instruction, instructional support, support services, and general administration.

A community member will lead each team. Barbara Stallone, human resources executive at Fed Ex and chairperson of School Business Partnerships, will lead the instruction review team. Lynn Hammond, a certified public accountant and former member of the Municipality’s School Budget Advisory Commission, will lead the instructional support team. Civil engineer and former Assembly member Bob Bell will lead the support services team. Ernie Hall, local business owner and former member of the Alaska State School Board, will lead the general administration team.

All members of the review teams will meet at the new Dimond High School on September 16, 6:30 p.m., for a general review of the budget and the process before them. The budget review teams then have until October 24 to review their budgets, hold meetings and develop their recommendations. A public meeting to review all recommendations will be held on October 30, 6:30 p.m., at the new Dimond High School.

Superintendent Carol Comeau will review all the recommendations and use them to help create a preliminary budget for the 2004-2005 school year. Comeau will present her preliminary budget to the Anchorage School Board in January.
